Turki Alalshikh  Who Holds the Decision and Who Receives the Return

Turki Al-Sheikh is like a baseball: thin at the top, thin at the bottom, and swollen in the middle—with his paunch taking it easy way more than it should.

An investigation into the General Entertainment Authority, Riyadh Season, boxing, football clubs, commercial rights, and disputes that reached courts and prisons

Expanded English editorial draft | 26 September 2026

Turki Alalshikh is more than a name on a concert poster or beside a boxing ring. He chairs a Saudi public authority, has owned football clubs abroad, and is prominent in announcements with some of the world’s largest sports and entertainment businesses. Other companies hold commercial rights or collect management fees. Still others have ultimate owners whose identities have not been established here. The public lacks a single accounting of how much was paid, who paid it, who received the proceeds, and what economic result the paying entity achieved.

This investigation follows those paths alongside the disputes: the Al Ahly conflict and complaints in Egypt; the reported Amal Maher police complaint and blocking of the site that reported it; and the case of Egyptian worker Ahmed Mohamed Omar, whom a rights organization says received a 19-year prison sentence because of a post criticizing Alalshikh.

1  The man before power

Published biographies say Alalshikh graduated from King Fahd Security College and worked at the Saudi Ministry of Interior, reaching the rank of captain. He also wrote song lyrics and worked with Arab performers. These beginnings matter: a former security officer and songwriter subsequently became the official who announces concerts, seasons, and partnerships involving artists and athletes.

A story also circulates that he waited at singers’ doors to offer lyrics and was called “the doorman of Wanasah Channel.” We include it as a lead relevant to his early image, but found no named published witness identifying who coined the nickname or recounting the encounter firsthand. A dated recording or testimony from an artist or channel employee is required before treating those details as established fact.

On 6 September 2017 a royal order appointed him chairman of the General Sports Authority. In December 2018 he moved to chair the General Entertainment Authority, or GEA. The question raised by that trajectory is what rules separate public decisions from a chairperson’s assets and investments and from the interests of companies operating in markets influenced by his office.

2  Where are the GEA budget and the accounts of each season

The GEA publishes attendance, activities, and major partnerships. It announced that the fifth Riyadh Season had reached 20 million visitors. That is the organizer’s attendance figure. It does not disclose in one reconciled account how much public bodies paid to develop and run the season, how much cash came from tickets, sponsorships, and broadcast rights, what operators and agents received, or the net return.

Saudi Arabia publishes an overall state budget, but its headline aggregates do not supply a separate cost and revenue account for each entertainment season or major match. The precise question is where the public can reconcile appropriations, contracts, expenses, income, and outstanding liabilities for each project, including spending by state-owned companies alongside the GEA.

The GEA’s 2019 founding regulation explicitly provides for an independent annual budget issued under the state-budget arrangements, accounts for its receipts and spending, an annual final account, and external auditing alongside public audit oversight. That legal framework contradicts the claim that the authority is legally outside the budget altogether. The reporting issue is public access to its granular budget, final accounts, event contracts, and audited results, including expenditures borne by other Saudi entities for the same events.

AccountDisclosure required
FundingGEA appropriations, other public contributions, state-company participation, and private funding.
ExpenditureHosting fees, artists and athletes, production, operations, security, marketing, and intermediary fees.
RevenueCash and in-kind sponsorship, tickets, broadcasting, licensing, hospitality, and other receipts.
RightsOwnership of footage, marks, replay rights, distribution, and sponsorship inventory after the event.
OutcomeNet cost or return to the public entity, distinct from estimated economic impact on the host city.

Without that reconciliation, visitor and viewership totals answer a different question while the spending and return remain untested.

3  SMC commercial management and the buyer of Almería

SMC Vibes says it performed exclusive commercial management for Riyadh Season activities and presents more than SAR 500 million in commercial revenue generated through partnership growth and activations. Its public presentation does not identify the exact accounting period, how much entered SMC’s own accounts, its management fee or commission, or the amount returned to the season. The SAR 500 million cannot be described as SMC’s profit or the GEA’s net return.

Alalshikh acquired UD Almería on 2 August 2019. In May 2025 the club announced a transfer of its entire ownership to a Saudi investor group led by SMC Group, naming Abna Al Theeb Group among its investors and Mohammed Al-Khereiji as its new chairman. The former owner chaired the GEA; the group leading the purchaser is associated with a company that advertises commercial activities in Riyadh Season. Both parts of that relationship were publicly announced.

Former Almería general manager Mohamed El Assy described the club as Alalshikh’s personal investment and said advertising income had risen from about EUR 400,000 to EUR 6 million with Arab sponsors. The sponsors and their contracts, and whether they had other Saudi public-sector business, should be identified and checked against audited accounts.

Spanish press estimates put the 2019 purchase at roughly EUR 20 million plus liabilities and the 2025 transfer at roughly EUR 100 million. They are press estimates, not the executed sale prices. Their difference is not personal net profit: purchase and sale agreements, shareholder loans, capital injections, and six years of losses or expenses are needed to calculate that.

The testable conflict-of-interest hypothesis is whether the buyer group held Riyadh Season commercial contracts during negotiations to purchase an asset owned by the GEA chairman. If so, who approved those contracts, who valued Almería, and was the potential conflict disclosed to both sides?

4  Egypt from Al Ahly funding to Pyramids ownership

Al Ahly states that a lawyer for Alalshikh put his support at EGP 262 million in one formal notice and EGP 228.5 million after deducting gifts in another. The club cites two government review committees that put the total monetary amounts at EGP 100,338,736 at the applicable central-bank exchange rate. The difference requires a transaction-level reconciliation of cash payments, in-kind gifts, player loans, and sums actually received by the club.

According to Al Ahly, it requested a financial inspection on 27 May 2018, Alalshikh filed a complaint against its board, and other complaints followed. The club says the investigation ultimately set aside the suspicion of misuse of public funds and that its officials were finally acquitted on the matter of accepting donations. Money, complaints, and official review entered a dispute between an influential Saudi official and a mass-membership Egyptian club.

In 2018 Alalshikh bought Al Assiouty and renamed it Pyramids FC. A transfer to Emirati investor Salem Saeed Al-Shamsi was announced in February 2019 and officially completed in July. Al-Shamsi had appeared as the club’s vice-president before completion. The records needed are the purchase agreement, Pyramids’ player and operating finance, the ownership structure at each date, and the sale agreement.

The investigation’s two financial chains are: the source of Al Ahly support to the receiving accounts to the subsequent dispute and complaints; and the purchase price of Al Assiouty to Pyramids spending to the Al-Shamsi sale and the actual proceeds. Those records would test whether the expenditure was wholly personal and whether the rival club was a profitable investment or an expensive instrument in a struggle for influence.

5  Amal Maher and the blocked report

The Association for Freedom of Thought and Expression says Fi Al-Fann published a report on 19 March 2018 about a police complaint that Egyptian singer Amal Maher was said to have filed concerning an alleged assault. It identifies complaint number 4410 of 2018, Maadi misdemeanors. According to the organization, the article was deleted within hours and access to the site was blocked in Egypt for two days. The complaint’s disposition and the legal basis for blocking need to be published: who requested deletion and who ordered the block?

In 2024 Maher publicly rejected rumors that she had been kidnapped and spoke positively about her artistic relationship with Alalshikh. Her account belongs in the record. It does not itself identify who blocked Fi Al-Fann in 2018 or establish the disposition of the reported complaint.

6  Ahmed Mohamed Omar

Together for Justice published a report about Egyptian worker Ahmed Mohamed Omar. The organization says he was arrested after entering Saudi Arabia for work in 2021 and sentenced to 19 years in prison over an earlier post criticizing Alalshikh in connection with his dispute with Al Ahly supporters. The report presents its account and assessment of the proceedings. A 19-year sentence for criticism of an influential official, as reported by the organization, merits scrutiny in its own right. The judgment and indictment were not available among the documents underlying this draft, so the sentence and its stated cause are attributed to the organization.

7  WWE hosting fees and Saudi payments

On 6 January 2025 TKO and WWE announced Royal Rumble 2026 in Riyadh in partnership with the GEA on behalf of Alalshikh. The GEA and Riyadh Season later announced another Night of Champions event in Riyadh in June 2026. The announcements establish the partnerships and events but do not itemize each hosting fee, the split of ticket, sponsorship and media revenue, or local production expense.

For every event the Saudi-side accounting must identify the contracting party, payer of the hosting fee, rights retained by the Saudi partner, and receipts generated within the Kingdom. A filled venue is not a substitute for that account.

8  Boxing outside Saudi Arabia and impact accruing elsewhere

TKO described the Canelo–Crawford fight in Las Vegas on 13 September 2025 as a Riyadh Season event orchestrated by Alalshikh in collaboration with TKO, Dana White, and Sela. In April 2026 TKO estimated its economic output for Las Vegas at USD 303.9 million, including support for 1,335 local jobs and USD 15.8 million in fiscal impact from taxes paid by the organization and visitor spending. That is an estimate for Las Vegas, not Saudi revenue or profit for the GEA or Sela.

How much did Riyadh Season, Sela, or other Saudi parties pay to stage it abroad? What financial rights and direct revenues did they receive? If destination marketing was the goal, what measurable target was set before payment? TKO also reported a combined USD 626.1 million Las Vegas impact for this fight and WrestleMania 41. The combined total must not be booked as a return on one Saudi-sponsored event.

9  WBC and promoter partnerships

The GEA announced an official Riyadh Season partnership with the World Boxing Council. Partnerships were also announced with Golden Boy Promotions and Top Rank, alongside cooperation with other promoters across individual events. Their existence is documented; the values of guarantees, fees, rights, and intermediary commissions are not established by the announcements reviewed here.

Each “partnership” requires classification: paid sponsorship, an event guarantee, advertising inventory, a commitment to stage a specified number of bouts, or a share of ticket and media rights. Each category has a different effect on the public payer and the promoter’s revenue.

10  The Ring and ownership of a specialist media brand

The Ring magazine itself says former owner Oscar De La Hoya sold it to Alalshikh in November 2024. It says he restored its print edition and arranged events under its brand. The relevant questions concern the magazine’s legal purchaser, price, source of funds, contractual relationships with Riyadh Season, Sela and TKO, and the financial terms for using The Ring brand at events. His ownership of a boxing publication alongside a leading role in financing and promoting fights raises a question about editorial independence and overlapping roles; it is not proof of interference in any specific editorial decision.

11  Zuffa Boxing  Boxing HoldCo  Ruby PR

TKO’s first-quarter 2025 filing describes a March 2025 venture with Sela Company and Ruby PR to launch an international boxing-promotion business. Sela and Ruby PR collectively hold a majority of the ordinary equity units. TKO received profit interests that vest upon future milestones and agreed to provide executive and operational services for an annual fee during an initial five-year term. A later filing names Boxing HoldCo, LLC, doing business as Zuffa Boxing, among TKO’s equity-method investments as of 30 June 2026.

The Saudi Public Investment Fund’s audited consolidated statements show a 94.35 percent ownership interest in Sela at 31 December 2024. Its participation therefore warrants a full account of Sela’s capital contribution and eventual return. The disclosed structure separates ownership, management, and financing; it does not reveal Ruby PR’s ultimate owner, its exact stake or contribution, or the venture-specific management fee and distributions.

Additional unanswered origination questions are who initiated the first approach proposing Boxing HoldCo and on what date, who prepared the first written proposal and financial model, and who introduced Ruby PR into the structure. Equity disclosures do not identify the originator. Correspondence, drafts, board minutes, and approvals are required. General TKO dividends to its public shareholders must not be misrepresented as distributions from Boxing HoldCo.

Interim findings  Do not let the show swallow the accounting

The published records reveal a wide system of relationships: an authority organizing major seasons; a company advertising commercial management of those seasons and then leading a group purchasing a football club from the authority’s chair; a PIF-majority-owned company entering a boxing venture with an American operator entitled to management fees and another shareholder whose ultimate ownership is not identified here; Saudi events in Riyadh and Riyadh Season events abroad; and a boxing magazine owned by the same figure prominent in announcing major bouts.

Alongside those business relationships are Al Ahly’s account of a dispute involving money and complaints, a rights organization’s documentation of a website blocked after reporting the Amal Maher complaint, and another organization’s account that Ahmed Mohamed Omar received a 19-year sentence over criticism of Alalshikh. Financial influence and the ability to criticize its holder without fear belong in the same investigation.

The question to Alalshikh, the GEA, Sela, SMC, TKO, and every other contracting party is direct: disclose the contracts and accounts. Who paid? Who owned the right? Who selected the partner and intermediary? What was the commission? Who received the profit? And what returned to the public entity whose name and resources helped present these events to the world?

13  What the June 2026 TKO filing actually measures

TKO’s second-quarter 2026 filing adds figures missing from the first venture announcement. It says Corporate and Other revenue grew by USD 3.9 million year on year in the quarter ended 30 June 2026, primarily because management fees for services primarily related to boxing increased by USD 2.9 million. For the six months, the filing attributes USD 12.9 million of incremental revenue to higher management fees for services primarily related to boxing. These are changes relative to comparison periods, not a disclosed cumulative service-fee total paid by Boxing HoldCo, and the category is “primarily” related to boxing rather than identified exclusively with the venture.

The same SEC investment note says TKO received USD 2.2 million in distributions from its equity-method investments in the six months ended 30 June 2026, compared with USD 5.1 million in the comparable 2025 period. Those investment totals aggregate more than Boxing HoldCo: the list also includes Sports News Television Limited and EverPass Holdco LLC. They therefore cannot be assigned to Zuffa Boxing or split among Sela, Ruby PR, and TKO. TKO says its interests in the equity-method investees range from 7 to 50 percent; the range does not disclose its precise Boxing HoldCo percentage. The note also mentions an impairment of an equity-method investee but does not identify Boxing HoldCo as that investee. Attribution of that loss to boxing would be unwarranted.

A separate TKO annual disclosure reports that one quarter of the fair value of its venture profit interests had vested by the end of 2025. Vesting is an economic entitlement measure, not evidence that cash was distributed. Nick Khan’s May 2026 employment agreement provides a one-time USD 5 million special performance award conditional, among other things, on TKO or its subsidiary fully vesting in Zuffa Boxing’s initial profits units by the specified deadline and his continued employment. That incentive is not a venture dividend and does not establish that he has already received it. The exact source and date of the first contact proposing the vehicle, the original proposal, model, Ruby PR admission, specific management-fee invoices, and member distributions remain unprovided in the public filings reviewed here.

14  The full chain of beneficiaries and decision makers

The relevant public and private actors are Alalshikh as GEA chairman and former owner of Pyramids and Almería; the GEA and Riyadh Season as organizer and public-facing brand; SMC Group and SMC Vibes as commercial operator and leader of the Almería buyer consortium; Mohammed Al-Khereiji as the club’s incoming chairman; Abna Al Theeb Group as a named consortium investor; Sela, majority owned by PIF; Ruby PR as an identified but still opaque venture shareholder; Boxing HoldCo as the joint-venture entity; TKO as management-service provider and profit-interest holder; Dana White and Nick Khan as prominent TKO executives involved in boxing and WWE; Oscar De La Hoya as former owner of The Ring; Golden Boy, Top Rank and WBC as announced boxing counterparties; WWE as an event counterparty; and Salem Saeed Al-Shamsi as Pyramids’ subsequent owner. These roles are not interchangeable: an event announcer, beneficial owner, fee recipient, and contract approver may be four different persons.

The financial inquiry must follow public funding or PIF-owned capital into a contract, identify its direct recipient, pierce each recipient’s ownership, identify introductions and intermediaries, price commissions and management fees, and compare the resulting public economic return with private returns. It must also identify whether a public official recused himself from decisions affecting a private counterparty with whom he negotiated an asset sale.

16  Public conduct  disputes  and the price of criticism

A profile of conduct cannot stop at ownership structures. In its June 2020 official account, Al Ahly accused Alalshikh of repeated direct and indirect public accusations against its board. The club said his complaint to Egypt’s prosecutor had attacked its financial integrity, and that other complaints followed. It recorded two public resignations by him from its honorary presidency, later attempts at reconciliation, and finally its own decision to remove his name from the list of honorary presidents and seek permission to return gifts and cash that had entered club property. That is the club’s documented account of a prolonged, personal and institutional dispute, not simply a sponsorship relationship that ended.

The dispute reached supporters. A 7 October 2018 report stated that Egypt’s Supreme State Security Prosecution charged seven Al Ahly fans after chants insulting Alalshikh during the club’s 14 September match against Horoya. The report says prosecutors ordered 15 days’ pretrial detention and listed accusations that included membership in a terrorist group and publication of material inciting against state institutions. The fans denied the accusations and denied receiving money to chant or incite. The report also described a Pyramids television channel and criticism of Al Ahly’s board and supporters broadcast by its presenters. The full case file and ultimate disposition are needed, but seven fans’ detention after chants about a foreign sports official belongs plainly in this account of power and criticism.

The legal conflict did not end in 2018. The Egyptian Commission for Rights and Freedoms reported that in March 2025 Alalshikh filed a formal complaint and his legal team pursued a case in Cairo’s economic court against activist Wael Ghonim over allegedly insulting posts on X. According to the organization, the lawsuit sought the maximum penalty and EGP 200,001 in provisional civil damages; the court postponed a hearing to 26 April 2025. These are documented litigation steps and allegations made by the complainant, not a finding that the posts constituted a crime. The case’s eventual outcome requires checking the court record.

In international boxing, fighter Teofimo Lopez publicly said he had been “fired” after online posts attacking Alalshikh in May 2025. Reporting described a proposed Devin Haney bout becoming uncertain and Alalshikh posting an indirect remark about maturity. Lopez’s statement and the chronology warrant inclusion as a separate commercial-conflict episode; the reporting does not by itself establish the terms of any signed contract or a causal written cancellation decision. The relevant records are the proposed bout agreement, any termination notice, and the financial exposure of the fighter and promoter.

A less consequential episode nevertheless illustrates how extensively the public persona was performed online: reports of a charity PlayStation match in 2020 described Alalshikh breaking the television screen during a loss and publicly joking about the incident. It does not establish a pattern of abuse and carries no comparable public-interest weight to detention or litigation. The investigation’s central conduct record is instead the sequence of complaints, media disputes, fans’ detention, a reported artist complaint and blocked news site, a critic’s 19-year sentence as reported by a rights group, and a fighter’s account of losing a bout after public criticism. Each case names its own actors, authorities and evidence; they should not be collapsed into a single unproved claim that Alalshikh personally controlled all resulting decisions.

Conclusion  The public accounting owed

The public should not have to infer financial outcomes from attendance figures, and a prison case tied by a rights organization to criticism of a powerful official should not be lost amid the publicity around sports events. This investigation identifies the payer, contractual beneficiary, owner, intermediary, commission, and economic outcome that each institution must disclose. It makes the unknown figures explicit so they cannot be smuggled into the record as profits, losses, or allegations of a personal crime. Release the documents and the chain can be tested; withhold them and the unanswered questions remain attached to the named decision makers.
